Building a smaller car park under Manly Oval is not the solution according to Cr Candy Bingham following another workshop by Councillors.  "It's a typical example of a committee designing a horse", she said.

Building a smaller car park under Manly Oval has emerged as the favoured option by councillors in a Manly 2015 workshop last weekend. 

The good news is that councillors have recognised the value of the centrally-located Whistler St car park and agreed to retain it "indefinitely". They have also adopted Good For Manly's idea of refurbishing the car park building and converting its forecourt area into a pedestrian plaza.  The car park will be retro-fitted with a new lift and fire stairs, and accessible parking spaces will be relocated nearby or on the first floor.  The exterior will also be jazzed-up.

However the majority of councillors remain wedded to the oval car park proposal, but half the size as previously proposed.
 
The new proposal is for a car park with 460 spaces (down from 760 spaces), which would cost $30M. That works out to a massive $65,000 per car space. 

Good For Manly councillor Candy Bingham said building a smaller car park under the heritage oval made no financial or logistical sense. 

"The previous KPMG assessment of the viability of a new oval car park was on the basis that costs would be underwritten by the transfer of parking revenue from the Whistler St car park and the sale of the site," Cr Bingham said.   "That no longer applies and the total cost of $30m would need to be borrowed."

She called for a new parking demand study based on the changed scenario. Such a study should determine if the car park would function as anything other than an overflow car park, used only on days of heavy demand. It should also clarify the huge cost of such a facility. 

As well there are operating costs of $250,000 a year (based on comparable underground car parks) and debt payments of $1.8M a year (based on borrowing the entire $30m at an interest rate of 5%). The car park would therefore have to generate $2.050M a year just to cover costs.  

Cr Bingham said this is unlikely given that the debt-free Whistler St car park, which has 342 low-maintenance spaces in the heart of the CBD, makes a profit $1m a year. 

Major problems, including the distance of the oval from the beach and the CBD, and the expense of building a car park in a flood plain, remain. 

And there is now an additional difficulty. Building half a car park under half the oval means that water drainage will be dramatically different between the two halves. What that will do to the playing surface, or the cricket pitch, is anyone's guess. 

"The council retaining Whistler St car park is a good decision," Cr Bingham said. "But Good For Manly can not support spending $30M on a poorly-positioned car park when the need has not even been demonstrated."

The building of a car park ( even a smaller one )under Manly Oval will only encourage more cars onto the already congested roads leading into Manly. Why do the majority of councillors want to encourage more cars thus leading to even more road congestion rather than focussing on improving public transport.

There is a Section of the Local Government Act 1993 namely 232 that people should be aware of

Section 232: What is the role of a Councillor?

(1) The role of a councillor is, as a member of the governing body of the council:

• to provide a civic leadership role in guiding the development of the community strategic plan for the area and to be responsible for monitoring the implementation of the council’s delivery program

• to direct and control the affairs of the council in accordance with this Act

• to participate in the optimum allocation of the council’s resources for the benefit of the area

• to play a key role in the creation and review of the council’s policies and objectives and criteria relating to the exercise of the council’s regulatory functions

• to review the performance of the council and its delivery of services, and the delivery program and revenue policies of the council.

(2) The role of a councillor is, as an elected person:


• to represent the interests of the residents and ratepayers

• to provide leadership and guidance to the community to facilitate communication between the community and the council.

I cannot see the majority of councillors actually following this requirement. I cannot understand the bloodymindedness of the council to blindly push ahead with this massive White Elephant in the face of the opposition they know exists within the community.

The council elections are 12 months too far away for my liking.

Whether the car park is big or small it will still be a waste of money and will be sure to blow out in cost. Manly needs less cars and the Council should be encouraging visitors and tourists to park and ride as other smarter councils have done overseas.

A proposal for a car park under the oval was first investigated in the late nineties by the General Manager Wayne Collins as it was recognised that the population of Manly will only grow and without additional facilities our streets will be blocked by residents and visitors cars. Without any doubt after nearly 20 years this has come to fruition unfortunately not recognised by those who do not live in the centre of Manly.

Its time to allow only residents to park in the central area of Manly presently clogged by cars by both tourists and people living on the Northern Beaches who commute by ferry to the CBD

The oval car park is the only option to return our streets back to the ratepayers leaving visitors the option to pay to park at the oval or come by public transport.

The car park at the oval is a great idea.

However it should be built and financed only by the private sector which apart from providing urgently needed infrastructure could provide considerable income for Council when leased who will operate and take all the financial risk. These funds could be used to fund the proposed light rail around Manly or heaven forbid even lower the rates.

Residents cant play 'King Canute' for ever as Manly's population may increase by 30% in the next 20 years and tourist numbers will double. A car park on the edge of town under the oval was needed in 1998, required now and will be essential in the years to come if ratepayers are to regain the use of the streets.

Let's return the streets back to ratepayers by allowing the Private Sector to build a car park under the oval.

This is the worst decision possible. The whole Masterplan was centred around removing the Whistler St carpark to make the CBD more pedestarianised - now they are including the Whistler St carpark as well as the oval carpark - I can't see the logic. I don't think anyone is going to be happy with this decision. The Council has not listened to its residents whatsoever. Its disgusting. We should keep the infrastructure we already have and be encouraging the use of public transport instead of the use of cars.

This project is just a face saving project and the concept has been around for a long time. It's English vernacular and the concept is a core social value in Asian cultures, among others.People who are involved in this project secretly know they are wrong and will often not admit that they are wrong because they don’t want to admit they made a mistake.They forget its the ratepayers money

I think a satellite car park built on council land western side of pittwater road and balgowlah rd across from the farmers markets old tramshed is the best long term solution
a well designed above ground landscaped multi sotrey carpark would cost about $37K per space based on pittwater councils new bungan lane carpark wich cost $8million for 219 spaces ( no lift however).
it could be done in stages as demand grows. A simple all inclusive bus link to manly wharf and 3 stops on the way would be in the style of european situation. Keeps cars out of manly for the future.
so a 1000 carpark is $40 M roughly and a every ten mins shuttle bus stage 1 than light rail stage 2 in 15 years is the real way to go.
its only a suggestion but please consider as they say
also the shops along the way would benefit as they would be accessed by the 3 proposed shuttle stops
