Dee Why Civic Centre was packed last night (23/8/16) as the fate of the former Manly Council's divisive Oval Car Park and Whistler Street redevelopment plans were shelved by the Administrator, Dick Perssons, after an extensive investigation into the flawed Manly2015 Plan. Below is the recommendation that was adopted: The total project has been shelved, and the DA for the Oval Car Park has been withdrawn. This has resulted in the termination of the Development Deeds with Abergeldie Construction (Oval Car Park), and Athas/Built (Whistler Street site 99 year lease). After four years of campaigning a decision is finally made.......and the residents were right! Campaign Based of The Facts From the very beginning Good For Manly focused on the facts. This was in total contrast to former Mayor Jean Hay and her Liberal Councillors who refused to support any investigation into the process, or even to question former General Manager Henry Wong, who essentially did what he liked. Instead the Liberal block shouted down any opposition, and talked about "scare campaigns" and people pushing their own political barrows. A four year campaign spearheaded by former Manly Councillor Candy Bingham was supported by huge community opposition to the scheme. Campaign efforts included three public meetings, two protest rallies, letterbox drops, objections by the resident precinct groups, a survey of businesses, hundreds of submissions, four-years worth of letters to the Manly Daily and relevant government ministers, regular press coverage, meetings with local MP Mike Baird, and the formation of the Save Manly Oval Alliance. Save Manly Oval Alliance The Alliance commissioned legal advice from the Environmental Defenders Office and engaged independent experts to prepare reports and submissions, covering financial, heritage, traffic management, structural and environmental issues, water & flood management etc in response to the oval car park development application which was lodged 2 days before Manly Council was dismissed and amalgamated into one Northern Beaches Council. But in the end the depth of community opposition and the stark facts provided by the experts co-ordinated by the Save Manly Oval Alliance could not be ignored. The total project has been shelved, and the DA for the Oval Car Park has been withdrawn. This has resulted in the termination of the Development Deeds with Abergeldie Construction (Oval Car Park), and Athas/Built (Whistler Street site 99 year lease). At present, the independent reports remain confidential until contractual arrangements have been sorted however the Council has undertaken to make the reports by Ernst & Young and Value Network public once this have been done. It's time for the Manly Community to celebrate! And to thank and acknowledge all those who worked so tirelessly to stop this Plan. The non-Liberal councillors who were successful in delaying the project for a number of years. Clrs Candy Bingham, Cathy Griffin Hugh Burns and later Barbara Aird. As well as the huge number of Manly residents, local experts, precinct groups and business leaders who have stood up to be counted. And of course the the executive and members of the Save Manly Oval Alliance and Good For Manly Association. We can now go back to the drawing board and come up with a Masterplan for Manly that will gain the support of locals and tourists alike. Watch this space!

Delighted that the Hay/Wong Carpark has been STOPPED !!.......no City or Town in the World promotes parking in the centre of a Village , Town or City !!..........I've lived in Manly for over 30 years.......look after Manly & its environs.............it's unique........just ask well travelled people !!

Congratulations to the Save Manly Oval Alliance and the honest non-political councillors who refused to be brow beaten and led down the garden path by Henry Wong, Jean Hay and the Liberal Party aligned councillors, all of whom refused to listen to the community on these unwanted projects which would have destroyed our Manly. Surely there is some way to hold these self appointed know alls liable for all costs incurred over these ill thought of projects which were carried out contrary to Local Government regulations. Maybe we can now progress and have the existing car park renovated, heightened and made more modern with the lane ways updated to improve the visual look of an area allowed to deteriorate.

I couldn't agree more. Imagine if the board of a public company mismanaged as has been done by Henry Wong and his Liberal cohorts the uproar from the shareholders. But this is not a new approach. Friends of mine who live in Lane Cove are not a bit surprised at recent events. They have experienced it before. Strangely enough some of the names eg FDC keep cropping up.

Councillors Barbara Aird, Cathy Griffin & Hugh Burns must never be forgotten also, because year after year they fought for what they believed was right for Manly putting up with abuse which is not permissible in a modern workplace in an endeavor to shut them up..

Good news. For now a big sigh of relief. But we must remain forever vigilant and engaged to make sure that Manly's 'reinvigoration' is the best, environmentally and socially, and not simply for big bucks profit for the few. Keep the library and progressively find transport solutions to reduce dependency on the Whistler st carpark while gradually introducing alternative, imaginative vibrant uses for freed up spaces.

Words can't express our appreciation to Candy and her team for their unrelenting work to undo this travesty of a development which the former Mayor so arrogantly tried to foist on us Manly residents and denying us due process. We badly need at all levels of Government people with such levels of commitment to good governance - witness the disgraceful compulsory acquisition by the Baird Government at below cost of properties for the West Connex

Congratulations to all those who opposed the Oval car park. and the demolition of the new library and Whistler St carpark. Now work can be done on refurbishing Market Lane, which could be a brilliant addition to Manly shopping area with sensitive and creative design. Also I have wondered over past 3-4 years during the Oval saga , whether the old Civic Club site ..with or without the " heritage" Auckland garage, could be made to work as a multi level car park, in addition to increasing the height/capacity of Whistler St carpark. The other alternative is, if the Dept of Education allowed, under the playground area of Manly Village School...which might well bring much opposition and cries of desecration!! Keep looking around, I'm sure there are a few other solutions other than desecrating the Oval!!

Murphy's Law decrees that when faced with a decision, a group of homo sapiens will only act rationally once they have exhausted all the other alternatives. It took some time but eventually the right decision bubbled to the surface. A big THANKS to those persistent individuals who stayed the course and made sure we achieved the right decision.

Well done all who wrote submissions, attended meetings, spoke out on behalf of us all, forwarded information. I knew we had a winning team, but was pessimistic after the council meeting where the Mayor and Henry Wong behaved abominably to us, the residents who care so much about our future environment, lifestyle and preserving its unique character, as well as showing the problems in their ill- conceived plan. I trusted the new Administrator to be fair,,and my instincts were right.! A win for the community, and in fact, the State, because this unique seaside place, tourist a renowned tourist spot, now, once again, seems a little more like the old saying says, once more," a thousand miles from care."

Thank you Candy and team for your perserverence and hard work and for not standing by while the Mayor and the other Liberal Party aligned councillors abused the democratic process and ignored the residents who they were supposed to represent. Thank you also to former councillors Barbara Aird, Cathy Griffin and Hugh Burns who year after year fought to ensure Manly residents concerns were not ignored. Democracy eventually prevailed.
